In the latest case, Ryan Clark, aged 17, was found hanging in his cell at Wetherby young offenders’ institution, near Leeds, while on remand on 18 April. “Wounds to the body of weapons inspector David Kelly were ‘typical of self-inflicted injury’, according to previously secret medical documents released today. Justice Secretary Kenneth Clarke said he was publishing the documents on how Dr Kelly died ‘in the interests of maintaining public confidence in the inquiry into how Dr Kelly came by his death’. Lord Hutton, who conducted the inquiry into Dr Kelly’s death, ruled that the report should remain secret for 70 years, but there were a number of calls for another examination of the case.”

For the old offence under section 2, there is now substituted a provision that ‘a person (D) commits an offence if (a) D does an act capable of encouraging or assisting the suicide or attempted suicide of another person and (b) D’s act was intended to encourage or assist suicide or an attempt at suicide’.”
