This is one man’s view of how effective CCTV has been so far: ‘It’s been an utter fiasco: only 3 per cent of crimes were solved by CCTV. There’s no fear of CCTV. Why don’t people fear it? (They think) the cameras are not working.’ This is not some disgruntled or ill-informed citizen talking.
